Alex - President
Alex grew up in Guadalajara, Mexico before moving to California in 1970. Growing up in both Mexico and the United States, Alex innately understands how to navigate between various cultures. He has first-hand experience in being a liaison as in his early twenties he was approached by his employer to help translate between the workforces. His ability to speak both English and Spanish, in a native and authentic way, was a pivotal moment for the company’s ability to communicate between worker and management needs. This set Alex on a path of passion as he saw how simple, safe, and clear communication changed the lives of so many of his co-workers.
Alex founded his own company in 1986 and has worked in employee relations for over four decades. He is passionate about encouraging mutual respect between colleagues. He models this ethos in his own companies to promote fairness. His main goal is to liaison honest and transparent communication between all parties. This practice ensures that companies can come together as one team. He leads from his heart and encourages this human approach in all business transactions.

Arthur - Senior Consultant
Arthur was personally recruited by President and founder Alex Casillas. Arthur’s mother is a native of Campeche Mexico and his father was raised on the farmlands of Kansas. Coming from a multilingual and multicultural household, Arthur understands the importance of effective communication.
Arthur was raised in Houston and has spent several years living and working abroad giving him a global perspective. Wanderlust led him to travel extensively on a quest to understand the way the world works. The roads traveled left an indelible mark on his life as he gained a keen understanding and appreciation for different cultures and peoples around the world. He has worked in a variety of industries as an hourly employee and as an entrepreneur including real estate, food & beverage, manufacturing, construction, package delivery, administration, and environmental services. This rich tapestry of experience allows Arthur to relate to and understand employees and his ability to connect and message makes him a very effective communicator.
In his early career, Arthur worked in Vietnam with an immigration lawyer helping Vietnamese families be reunited in hopes of a better life in America. He also owned and operated a food truck in Hawaii serving a fusion of Mexican and Vietnamese cuisine bridging the gap between cultures. Arthur has always had an affinity for politics and has worked and volunteered for a variety of causes and campaigns, putting his passion for service and people into motion. He could be found canvassing neighborhoods, phone banking, and lobbying the state legislature, advocating for what he believes in. His penchant for politics and natural gift of diplomacy as well as being conversationally fluent in Spanish and Vietnamese has made him a rising star in the labor relations industry.

Evelyn - Senior Consultant
Evelyn’s career in the labor movement started at 20 years old while attending California State University Bakersfield where she earned a degree in Sociology. Evelyn became a volunteer organizer for the United Farm Workers Union (UFW) where her compassion and understanding for the issues faced by farmworkers grew. Her ability to translate that into action won her Union many election campaigns and a position within the UFW as a paid organizer. Evelyn’s reputation as a dynamic and charismatic organizer eventually reached the Teamsters Union which recruited her as an International Organizer where she found equal success. While working for the Teamsters International Union, she became a Campaign and Political Coordinator for the Union.
As a Union Organizer, Evelyn worked in the following industries: Trucking with a focus on ports, Waste/sanitation/recycling, Pharmaceutical, Manufacturing, Agriculture, Food processing, Airlines, Healthcare working with SEIU, Hospitality and Warehouses working with Warehouse Workers United.
Evelyn has also participated in and/or coordinated the following Political Campaigns including the Los Angeles / Long Beach Clean and Safe Port, Don’t waste L.A, Re-power L.A, Dream Act, L.A.A.N.E and C.L.U.E
As a consultant, Evelyn is one of the most sought-after Consultants in the industry and is equally comfortable talking to employees at their workstations, on a ride-along, or at the employee’s lunchrooms. She is bilingual and bicultural with the ability to communicate sincerely and compassionately with workforces in both English and Spanish.

Cesar - Senior Consultant
Cesar Lopez is a Senior Consultant at Team Optimal and has over 20 years of “hands-on” experience in the labor and employee relations field. Mr. Lopez has successfully assisted a myriad of employers throughout the United States in various fields and industries. Prior to becoming a Labor Relations Consultant, Mr. Lopez was the Human Resources Manager at National R.V. in Moreno Valley, California, a recreational vehicle manufacturing company that employed over 1,200 employees. In addition to his traditional Human Resources responsibilities, Mr. Lopez was also responsible for all employee relations and training programs. Originally from Mexico, Mr. Lopez became a naturalized citizen of the United States and was in the United States Navy where he served his new country from 1990 to 1996. Mr. Lopez is fully bilingual and bi-cultural. He is literate in English and Spanish and is capable of simultaneous translations. Mr. Lopez not only communicates, trains, meets, and strategizes with management, but he also communicates management’s message directly to the employees through small group meetings and one-on-one conversations on the floor, ride alongs, or breakrooms. This intensive personal approach plays a significant role in gaining the trust of the workforce, which is vital to the credibility of managements messages and is very often the difference between successful communication in coming to a solution that works for all parties.

Luz - Senior Consultant
Luz Slim started working in a prominent downtown Los Angeles hotel in 1979; she first worked in the housekeeping department as a room attendant and moved up through the ranks in different department becoming a hostess, a lead hostess, a Garde Manger, and finally worked as a banquet waitress. She eventually became a shop steward for HERE Local 11 Union until the end of her tenure in 1989. After leaving the hotel life behind, she became employed at Local 11 as a PBX phone operator. After a couple years in that position, she took on the task of becoming a union representative. As a representative, she was responsible for the training and development of the shop stewards that were designated in her area of representation. She assumed the responsibility of processing grievances and resolving issues. She helped organize members for participation in various marches and demonstrations, including events alongside Cesar Chavez and boycotting major Los Angeles area hotels. As a top representative, she also attended negotiation sit-downs alongside Union attorneys. During her years at Local 11, she built a reputation as being one of the most loved amongst hotel/restaurant workers and loathed Union representatives, amongst hotel/restaurant management. Due to various conflicts, Luz decided that the union life would become a part of her past. After a two-year break, she became a labor consultant. Luz is an extremely diligent individual who won’t stop until she attains her goal. Persuasive; very personable; and her story as a former Union Organizer make Luz is the perfect complement for any campaign.

Emma - Consultant
Emma Medina has been a Labor Consultant since 2014. She has worked with a variety of companies across several industries including hospitality, healthcare, logistics/distribution centers, and manufacturing. Emma excels in guiding companies to align their employees to the business's culture. She does this by building workplace environments where people are a part of a unified community and love to work.
Emma accomplishes this by helping companies retain valued team members that increases productivity, improving employee morale and facilitating clear communication between management and employees. Emma is bilingual and can connect with both English and Spanish speaking employees equally. Her work ethic and experience enable her to bond with employees of all ages and ethnicities. With a background as a manufacturing and distribution professional, Emma has a strong foundation in effective and high-speed methodology. This includes evaluating responsive, scalable, sustainable, and cost-effective processes in any given industry. Emma leads from the heart and fosters connections between employees and operational leadership. Ms. Medina has conducted successful counter organizing campaigns; positive labor relations programs; management leadership training; and conflict resolution programs.
She has extensive experience in forming the strategy for and implementing each phase of a union awareness campaign. Regarding union awareness, she offers a variety of services to assist employers addressing NLRB union election facts. Emma is highly knowledgeable in Act Training; she has successfully taught employees to use and understand the National Labor Relations Guide by conducting Employee Rights. Emma also specializes in Training and Vulnerability Audits in both English and Spanish.

Frank - Senior Consultant
Frank Moreno is a co-founder and consultant at Alliance LRC, a sister company of Team Optimal. Alliance is also a full-service labor relations consulting firm with its headquarters being in Southern California. Frank’s experience is vast, and he is the Vice President of Client Relations and Business Development. As of 2013, he has been a fulltime consultant in the Labor Relations and Human Resources departments for his client’s companies. Mr. Moreno has an astute understanding of the Hispanic labor force which provides him the ability to quickly relate with a unique and sincere style. Frank is a former ITAR Officer and his extensive career experience earned him a unique opportunity to direct compliance protocols for over six thousand employees. Mr. Moreno audited various locales and was selected by the Directorate of Defense Trade Controls to assist both private and public companies implement Federal DDTC compliance programs. Mr. Moreno has lectured at the Harvard University, Stanford University, California Institute of Technology, Massachusetts Institute of Technology, SPIE, DARPA, University of Rochester, University of Arizona at Tucson, and various Department of Defense conferences. Mr. Moreno is also on the Executive Board of three Non-Profit 501 (c)(3) charitable organizations. His involvement, corporate governance, and countless hours of volunteer work at the state and local government levels date back to 2003.

Fernando - Senior Consultant
Fernando Rivera is a native of Guatemala and he has over twenty years of experience in the field of Employee Relations consulting as well as General Management consulting in a varied field of industries. These include manufacturing; warehousing; transportation; hospitality; and healthcare to name a few. Many of these projects involved multi-cultural workforces. During his career Mr. Rivera has accumulated a rather impressive record of achieving positive outcomes in over one hundred employee relations projects he has participated in. These projects have ranged in size from fifteen to over two thousand employees. Among Mr. Rivera’s strengths is the ability to be a good listener with genuine empathy which transpired into effective solutions. A good metric of Mr. Rivera’s effectiveness is the number of times he is invited back by clients for follow-up work. Fernando is bilingual and fluent in both English and Spanish.

Steven - Consultant
At 25 years old, Steven is the youngest and newest addition to the Action Resources team. Steven is the son of the firm’s founder Alex Casillas. Steven joined the firm in 2020 and since then he has been involved in several campaigns involving some of the most active unions in the country, including the United Food and Commercial Workers Union (UFCW); the Service Employees International Union (SEIU); and the Teamsters Union. For three years, while attending college, Steven worked in the service industry for a company called 10 Barrel Brewery in San Diego, starting out as a busboy, and eventually becoming a server and bartender as needed. Steven is a “natural” when it comes to connecting with people. His easy-going demeanor and his ability to defuse and debate an issue in a constructive, non-confrontational, but very effective manner are definitely his greatest assets. Steven is most effective on the floor engaging with employees and building a relationship of trust and respect.

Rolando - Consultant
Rolando is a highly accomplished Chief Human Resources C suite leader, with a Law degree with over 20 years of extensive expertise and experience in Labor Relations and Employee Relations. This includes a specialization in directing and personally managing, on behalf of companies, formal and informal union campaigns, excelling at leading union-free environments. Possesses a track record of effectively communicating and building trust in highly sensitive and challenging environments by directly communicating and navigating with hourly employees in labor intensive organizations, while working closely with management to identify areas of opportunities and development within the organization.

Jeanette - Consultant
Jeanette Medizabal has been in labor relations for over three decades. Her passion is in connecting your workforce helping them to better understand each other. She believes that a workforce is more than coworkers but a second family. These are the people that you spend most of your time with and it’s her belief that these relationships are one of the most important ones in a person's life. Jeanette is a former Human Resource Professional with over thirty years of experience in strategic planning in managing day-to-day human resource functions, including the development of policy and directing and coordinating human resources activities such as recruiting and retention, orientation, training, compensation, employee benefits, safety, and Employee Relations. Throughout her career, Jeanette has been exposed to many different work environments including Pharmaceutical, Hospitality, Manufacturing, Food Processing, and Warehousing. Jeanette is extremely quick in developing excellent rapport and works effectively with individuals at all levels, always maintaining the highest levels of professionalism.
Jeanette is proficient at bonding with employees and developing trust and cooperation. She is equally comfortable holding a conversation in English as she is in Spanish and her pleasant personality allows her to build rapport with employees of diverse backgrounds and ethnicities. Her strong communication skills and natural leadership qualities have allowed her to deliver excellent results even in some of the most difficult situations.
Jeanette received a B.S. in Business and a dual degree in Human Resources Management from the University of Phoenix. She has spent a significant part of her professional career engaging in employee and labor relations and managing a staff of over 1000 employees.
